Renewing a residence permit: what changes (and what doesn't)

Good news for those already in order: the French test and the civic exam are only required upon the first issuance of a multi-year residence permit or resident card. For a simple renewal, these tests are not required again.

What the rule precisely says

The logic behind the system introduced by the law of January 26, 2024 is to check language level and integration at the time a person settles durably in France, not at every administrative renewal:
  • First multi-year residence permit: level A2 required, plus the civic exam.
  • First resident card (10 years): level B1 required, plus the civic exam.
  • Renewal of an already obtained permit: no new language test or civic exam to retake.
  • Watch out for specific situations

This general rule has nuances depending on your situation:
  • If you change residence permit category (moving from a temporary permit to a resident card, for example), the level required for this new permit may apply, as if it were a first issuance.
  • An incomplete renewal application filed after a regulatory change may, in some cases, be subject to the new rules.
  • Naturalization remains a separate process, with its own required level (B2) and its own civic exam, independent of your previous residence permits.

If in doubt about your specific situation, do not rely on generic information found online: contact your prefecture directly or check your file on the official website for the digital administration for foreigners in France.
